Neighborhood Enhancement Program (NEP)
The City has received the Neighborhood Enhancement Program (NEP) grant through the Michigan State Housing Development Authority (MSHDA) since 2019.  The NEP grant covers exterior improvements to homes like front porches repair, siding/painting, handicap ramps, paved driveways, fence repair, soffit and gutters, front door replacement and roof repairs...virtually anything that you can see from the street.  This year, the City was granted $75,000 to help homeowners make up to $20,000 of repairs and improvements to their homes. Each spring, the City advertises the availability of these funds and all homeowners have a chance to apply. The homeowner must own their home, have taxes, mortgage and insurance payments up-to-date, and have a household income at or below the state low-mod figures. MI-Hope Grant Program - Application window closed at the moment
The City of Dowagiac was recently awarded the Michigan Housing Opportunities Promoting Energy Efficiency Program (MI-HOPE). The City was awarded $300,000 through the program to help homeowners update existing housing and provide energy-efficient improvements in our residential neighborhoods. Eligible activities include roofs, windows, doors, insulations, updating/replacing heating and cooling systems, updating/replacing water heaters, security lighting, appliance upgrades, and electrical upgrades.
